The cashback market in the country has experienced robust growth during 2021-2025, achieving a CAGR of 14.7%. This upward trajectory is expected to continue, with the market forecast to grow at a CAGR of 11.2% from 2026 to 2030. By the end of 2030, the cashback market is projected to expand from its 2025 value of US$3,939.2 million to approximately US$6,796.2 million.

Key Trends and Drivers

Banks are turning cashback into a relationship-management lever
• A notable change in Russia is the move from cashback being determined mainly by card spending to being linked to the customer’s broader banking relationship. VTB’s “Grow with VTB” framework, introduced from late April 2026, assigns customers Basic, Silver or Gold status based on monthly funding, savings and spending activity. Customers must complete two of three actions, with the number of selectable cashback categories increasing from three at Basic level to four at Silver and five at Gold. VTB’s current Multibonus rules confirm that cashback is paid in Rubles to the customer’s account, making this a monetary cashback proposition rather than a points program.
• The structure allows VTB to use cashback simultaneously to increase payment activity, attract regular inflows and retain balances. Importantly, some benefits previously associated with salary-customer status now depend on completing the new funding, holding and spending conditions. This changes the economics of cashback: rather than raising rewards uniformly, the bank can direct additional categories toward customers generating a broader relationship and reassess eligibility every month.
• Relationship-linked cashback is likely to become more important among Russian banks as they balance customer retention against reward costs. Cashback issuance should increasingly concentrate on customers meeting deposit, inflow, transaction or subscription conditions, while base-level customers retain fewer categories or lower limits. These favours tiered and customizable programs over broadly available high cashback rates and makes cashback a tool for increasing primary-bank engagement rather than simply card usage.

Acquisition cashback is becoming lifestyle-specific and time-bounded
• Customer-acquisition cashback is also becoming more personalized. Alfa-Bank’s updated Flexible Alfa-Card proposition offers new customers three months of personalized cashback of up to 5%, structured around lifestyle groupings such as food and restaurants, fashion and beauty, automotive spending and youth-oriented categories. Customers can select additional categories through the app or Alfa Online each month. The current rules for the “Favourite Categories for 3 Months” promotion took effect on June 30, 2026. Alfa-Bank separately confirms that eligible cashback can be transferred in Rubles to the customer’s own account.
• The change gives banks a more controlled alternative to offering one elevated introductory cashback rate to every new cardholder. A three-month lifestyle package makes the acquisition proposition immediately relevant to the customer while limiting the period during which the bank carries the enhanced reward cost. Monthly category selection then provides a mechanism to keep the customer interacting with the bank’s digital channels after the introductory period rather than relying on a permanently elevated flat cashback rate.
• Russian bank acquisition offers are likely to shift further toward short introductory periods combined with customer-selected or segment-specific categories. This should support more targeted cashback issuance and potentially stronger redemption where categories correspond closely with actual spending, without requiring banks to maintain the same generosity across the entire card portfolio. Competitive differentiation will therefore depend increasingly on category relevance, personalization and app-based management rather than headline cashback percentages alone.

SBP is extending monetary cashback into recurring payments and mobility
• Cashback delivered through Russia’s Faster Payments System (SBP) is expanding beyond conventional retail purchases into recurring household payments and transport. From May 2026, NSPK offered eligible customers in several Russian regions 5% cashback on utility payments made through SBP, returned instantly to the bank account used for payment. A separate May–September 2026 Aeroexpress campaign offers 5% cashback on eligible tickets, subscriptions and passes paid through SBP, with the cash returned within minutes. NSPK also launched another 5% utility-payment cashback program for Rosvodokanal customers in July 2026.
• SBP now provides sufficient payment scale and merchant infrastructure to support cashback outside the traditional card-reward model. The Bank of Russia reported 1.4 billion SBP purchases worth RUB2.4 trillion in the first quarter of 2026, up 16% and 22% respectively from a year earlier. NSPK has also productized cashback for merchants: participating companies can independently configure cashback for first purchases, minimum-spend transactions or repeat purchases, while SBP acceptance commissions are generally 0.2%, 0.4% or 0.7% depending on the activity. This makes the rail increasingly suitable for targeted merchant-funded incentives.
• SBP-based cashback is likely to broaden the Russian market beyond rewards attached directly to bank cards. Utilities, transport and other high-frequency services provide particularly suitable use cases because cashback can be credited directly and almost immediately to the paying account. Merchant-funded and payment-network-supported campaigns should therefore gain importance alongside bank-funded cashback, although offers are likely to remain targeted and time-limited rather than becoming universal rebates on all SBP transactions.

Regulators are pushing cashback competition toward more open payment and marketplace infrastructure
• Cashback has moved directly onto Russia’s competition-policy agenda. In March 2026, the Bank of Russia said it was discussing an “open model” for financial services on marketplaces under which all banks should be able to offer their own bonuses and cashback on a marketplace. The Ministry of Economic Development, Federal Antimonopoly Service and Bank of Russia are also reviewing loyalty practices used by marketplaces, retail chains and banks. The regulator indicated that legislation could follow if a voluntary memorandum on competitive practices proves insufficient.
• The immediate issue is the growing overlap between payments, marketplace ecosystems and proprietary financial services. Disputes around marketplace-linked bank cards and preferential offers prompted regulators to examine whether large ecosystems can favour their own payment products. At the same time, universal QR requirements taking effect from September 2026 are designed to give consumers a common payment entry point from which they can choose SBP, a bank pay service, instalments or other supported payment instruments. The Bank of Russia specifically states that loyalty benefits attached to the chosen payment method are preserved.
• If the open-model approach is implemented through industry rules or legislation, marketplace cashback could become less dependent on the platform’s affiliated bank and more contestable by outside banks and payment providers. Universal QR can reinforce the same direction at physical and digital checkout by reducing infrastructure advantages associated with proprietary QR systems. The likely result is greater competition around targeted cashback and merchant-funded offers, while large ecosystems face increasing pressure to make access conditions transparent rather than using cashback primarily to steer customers toward an affiliated payment instrument.

Competitive Landscape
Over the next 2–4 years, competition should become more personalized, merchant-supported and payment-rail-neutral rather than returning to a broad cashback-rate race. The Bank of Russia is discussing an open marketplace model under which competing banks could offer their own cashback on major platforms. Universal QR infrastructure should further reduce dependence on proprietary payment rails while preserving benefits linked to the selected payment method. These changes should favour banks and platforms capable of combining customer-level profitability analysis, merchant funding and targeted offers.

Current State of the Market
• Russia’s cashback market remains bank-led, but competition is shifting from blanket generosity toward targeted economics. Large issuers are reducing broad cashback where customer profitability is weak and concentrating attractive categories on customers with deeper banking relationships. This reflects pressure from lower card-interchange economics and the migration of transactions toward SBP/QR payments. At the same time, competition is widening beyond conventional cards through marketplace-linked banks, merchant-funded offers and affiliate cashback platforms.

Key Players and New Entrants
• Leading verified monetary-cashback propositions include T-Bank, whose Black card pays Ruble cashback in selected categories and partner offers; VTB, which credits selected-category cashback directly in Rubles; Alfa-Bank, which combines selectable categories with merchant offers; and Gazprombank, which supplements its loyalty structure with partner cashback in Rubles. Ozon Bank has strengthened the marketplace-linked banking segment with Ruble cashback outside Ozon, while MTS Bank now allows MTS Money cashback to be converted into Rubles. Outside banking, Backit remains an active affiliate cashback platform with withdrawable monetary balances. No major new independent cashback entrant was identified in the recent period.

In May 2026, MTS Bank introduced 1:1 conversion of MTS Money cashback into Rubles; MTS subsequently launched 5% cashback for new customers paying by QR in selected everyday categories.
